1. Celeocantus meant that Juan never proves that he isn't using AR (to prove that he's telling the truth, which he obviously isn't).

There's also another reason as to why Celebi is not in Platinum/Diamond/Pearl, as all legendaries do, they would each have a different battle theme. This battle has just the normal wild battle. So there is no Celebi encounter or event.
