She's not fat ,if anything fat is a stupid word to use ,a better word is wide-hipped.When you are wide hipped and you wear a hugging skirt, you often look larger than another women that does not have hips.Also she is not too fat to dance, that is incorrect ,biased and plain DUMB ,belly dance has no special requirements.I suggested on one of her videos to wear flowing skirts instead of hugging skirts,flowing ones hide extra hip structure.You don't have to be skinny to have a great body.
