We always do projects on paper... All stuff like facebook and youtube, even games are blocked from the school computers so we cant do any of that

Just take the laggy parts and use a good video editor to set the clip speed to 2x-3x the normal speed and it will look a lot better.

At the school i go to i couldnt do this because when we have projects i film them on the computer and they are not portable plus the school allows no video watching of any type

You don't evacuate a town during a tornado. That is hurricane, and a watch can't hit a certain avenue. At times can cover a entire state as well as a county. Just not an avenue.
