in PA they got these "wait for green" signs on traffic lights, to prevent people from letting off the brake when they see the adjacent light go yellow/red. Its because there is a turn arrow going the opposite way, and you're going to have to wait a few more seconds before your light goes green. Its does not however, as Dico explained, mean 'no turn on red'.
