To people asking how it's done, I think it's like this. In TF2, there's a part of the map away from the area you can be in, and it's a miniature version of the background buildings, which is blown up for the normal map to save space. if you noclip into it in TF2, other players will see you as giants. I'm assuming similar is happening here
