Justin picks top tier: knocked out 2nd round. Kuroda picks mid tier: goes on to win the tourney. lol
justin & ricky made it to the 3rd round at SBO3. Everyone focuses on the loss to kuroda since they love to hate justin. Justin has also beaten Nuki, Raoh, and Kokujin (and possibly other top jp players, that's just off the top of my head) at various Evos. Also, Akuma is high mid tier according to jp tiers. ggpo.

However, I don't think that he's a monster Chun-Li player -- that's all. I think he has a very lather, rinse, repeat type of play style. I suppose if that wins tourneys, cool. I just don't think it's fair to call him a monster when he's never shown that he's good with anyone but Chun-Li.
I play Justin at ct fair sometimes and hes really good with other players too. ive seen him beast with akuma, elena, makoto, urien, and just recently with yang and had 50+ wins with him.

Justin gets a bad rap for always using top-tier chars in tournies. He also gets a bad rap for having historic losses captured on camera. Needless to say, using a top tier char and losing in tournaments a lot will definitely get you a bum rap regardless if you're good with any other chars.
