He quit by the time this video came out. By then they had already signed-up Farhan here as the lead singer and most of the songs from this album are sung by him. (I personally prefer Farhan's voice and singing to Atif's. I think Atif's voice becomes too shrill at times whereas Farhan's is more balanced)

Atif Aslam was a founding member of Jal, but he left the band to pursue a solo career. I'm assuming since he helped write the first few songs, he had partial rights to them (but not entirely, as you can see from the fact that when he re-sang this song and Aadat for Bollywood films, the lyrics were slightly different).
