The yellow "small cariges" is calles "RIO" : abreviation for "Rame Inox Omnibus". This trains have been built beetwen 1970 and 1988 (here it is a 1980's train exept the locco (1970).
Small Pielstick's, V-16 twin-turbo'd full speed about 1500 RPM, so they're similar to the Valenta's. I'd guess around 6" by 7" bore-stroke, a bit larger than our (USA) Caterpillars.
There's a good YouTube video on the SNCF 70000 prototype, with two of these engines mounted on a single generator.
I would like to say that you are right but i have to admit that problems with graffiti are not an exclusivity of France. All Europe is full of them. Other about french railroads could be that very ancient trains are in the tracks nearby the newest ones.

c'est un AGO V12 de 2400ch sur les 67400.
L'AGO V16 de 3200ch a été sur les CC7200.
Et enfin le Pielstick V16 de 3600ch a été sur les CC72100
