I'm pretty sure the way to do is to take the path of going after the Intercontinental Title, then decline the title shot when Regal offers it to you. Then he'll tell you "Fine, then you'll face Tajiri." I'm PRETTY sure that's how it goes.

Go out of the ring (in a hardcore match probably) and press either the run button or the get out of the ring button towards the barrier. Its not a glitch or anything.
