Right now Vietnam with 6.5% economic growth, is right now Asia;s third fastest economy after India and China. With lack of infrastructure, a vulnerable economic system and the high demand which strips the supply for Education, the government's budget is forced to reallocate in those areas. As you can see other nations do not have this economic output so they can spend needlessly.

Google " skin color map distribution" or "human skin color distribution". that all people who live in south are darker It also shows that most southeast asian people are darker skinned ranking from light brown to dark brown and because there closer to equator and causing many of their features to evolved too. Although darker skin can also be present in also about 15-20% of east asian people they are generally light skinned. And east asians generally have single eyelid.
