They don't police because they aren't cops. They are people hunters. Their rules are, "do what we say or we will kill you". It works and they are the best at what they do. Don't like it? Catch the fugitives yourself.

Choreographed dance?

My friend was murdered by these guy's, he was unarmed and was in a car with 4 other minors. he was shot 16 times in the head and chest.

Maybe not as " well trained" as they should be!

The problem isn't that cops aren't trained for military like actions, it is that, when faced by, for example, protesters sitting on a footpath, they still respond with military like actions. They've forgotten that policing isn't all about hard arrests and ramming people off the roads.
