yes it has a suction cup mount that comes with it that you can use a screwdriver to install. the suction cups just screw on. i moved the light down lover on the winsheild because the de fogger on the windsheild made the suction cups fall off the winshield.
For the price, you can't beat this light! I'm getting one very soon... I've seen nothing but good ratings and comments.

How exactly did you mount the lighthead to the headliner? Did you just use the suction cup mount drilled in?
