Interesting point, I have an uncle who is a Disney Imagineer and he told me why. First off, the ride is supposed to be a nightmare Mr. Toad is having, which is why it doesn't follow a true story arc. The keen observer will notice that the judge (from the ride, prosecutor in the cartoon) looks exactly like the devil, he is even holding a gavel, not a pitchfork. The hell scene is in fact a nightmarish satire on Toad's own perception of his court proceedings and treatment. To Toad, that was hell.
