Well, the Tempo marking is "Allegro Moderato" and that puts it in the 116 bpm ballpark by most of my research. I guess you could completely ignore the composers wishes and play it Allegro Assai, but then it would only be a 1.5 minute piece of music and all you would hear is 'fast'.
As an etude the speed markings should be taken as a minimum - perhaps, yes, you could play it around crotchet=116 but it wouldnt train your hand at all. This piece isn't hard, op92/4 is perhaps a bit more challenging.
