To be 1 in a million is considered to be something rare. This saying originated in a time and place where there were maybe barely a million people living.

Imagine someone is very gifted at art and they say to him "You're one in a million". But since there are so many people in china, this means there should be about 1300 people who are just as gifted as him (assuming the saying is right).

It indeed does not accomplish to show the large population in china very well IMO
