Please see the video response, it's in better quality and it clearly indicates that Bowser is blue if the screen hasn't scrolled far enough.

Thats not a glitch, the original Bowser always looked greenish blue.

it is normal. the ax at the end of the bridge changes bowser's, as well as any other enemies', palette to green and orange.

Oh this is simple. Yes, it IS the first Blue Bowser. If you DO count glitches and such. If it were an ACTUAL, Non glitch one, it would be Lost Levels. Still, good find!
