Mmmm It's probably just an owl from a wildlife center. I know there are many at the one close to my house that CAN'T live in the wild due to a permanent physical injury or fear of sorts. :P And doesn't everyone fear strangers at first? All birds get scared when they meet new people, aside from eagles and such. They get confused and need to check out the surroundings but eventually they become relaxed. It's the same when we have dinner partys and so on and lots of people come into the house. Our budgerigar get quiet and thin and want to get into the cage all the time if you take him out. But after some time passes they get more relaxed.
