Pirate Metal has been around for a very long time (It started during the age of Thrash Metal and NWOBHM), and Pirate Metal mainly sounds like Power Metal with extra epic qualities as it is more of a sub-genre of Power Metal (not Folk Metal) however there are the few that have a thrashy sound. But back to the reason why its not Thrash: Their appearance and dialogue is very Pirate-like,

The lyrical scripture and theme is based on 16th century Caribbean Pirates and lastly considering the fact that very many pirates were Swashbuckers themselves (flamboyant swordsmen and/ or adventurers), I would actually expect a Pirate Metal band to have a rough and noisy bastard sound, and Swashbuckle has that sound. Therefore they are Pirate Metal, pure Pirate Metal.

Actually, Pirate Metal, like Viking Metal, Is not a real genre. Appearance and lyrical content does not make the music. Hell, even Swashbuckle know that and call themselves Thrash Metal, because that is what they play. Even though they dress like pirates and use pirate themes in their lyrics does not make them "Pirate Metal."

It's the musical structures and compositions that make the music, not appearance and lyrics.
