In ex-USSR and now in Russia being jewish is nationality or ethnicity because former USSR was an atheist state where all religions and SPECIALLY judaism were banned but the jews were still registered as ''jew by nationality'' in their passportes - it was so called item5 in passport (ID-cards not existed in USSR).
USSR is gone but it has been tradition in nowadays Russia calling Jews ''nationality''
