The device that makes the fog is an ultrasonic transducer, kind of like a speaker, but a much higher frequency and no "cone". It vibrates a disk of ceramic or other material at a high frequency, generally using a piezoelectric effect. It is the white circle that has been placed in a hole in the bottom of the dish. Look for "ultrasonic fogger" on ebay to find them.

Be aware that there is a risk of infection from these devices, due to that the water is not disinfected. You could be inhaling bactiria. You are normaly protected, as you normaly don't inhale your water.

It looks like a 1.6 Mhz transducer.
Leading to the question wether the disruption frequence of 42.8Khz is the real frequence to disrupt water, or one of the harmonics of the frequency..
The experimenters used a tube of water. Could be that the harmonics at a certain height of the tubes caused the effects.
What would happen if I 10fold the Watts/Power used in this system?
