You are quite right, in Florida, it is ok to hit someone who is in the path of your vehicle, when driving.

Not so in some other states, in the United States; in Australia, and in UK, it is never ok to run over a pedestrian.

In the uk and australia if the hit is on the front of your vehicle then the collision is that driver's fault.

In France, disabled people can't leave their apartments because there are no elevators, luckily because motorists run down folk often.

This happened in Charlottsville, VA. The cop actually ticketed the guy in the wheelchair after the incident. Really! It doesn't make sense though because the cop was turning left on a green light, not a green arrow. Left turns without an arrow have to yield to oncoming traffic, and pedestrians in a crosswalk. In fact, I think all pedestrians who are already in the crosswalk have the right of way, period. The judge hearing the case against this guy correctly through the ticket out of court.
