@mychokehold C++ is C, and vice versa. But they're entirely different in that fact, that C++ was designed for OOP programming. Whilst C remains the older form, that by standard is used with procedural programming. Thus not obligated.
Yes. Indeed. They are not different. And a C++ programmer can by default program in C.
Every language, in fact, uses the Universal Programming standards. What separates them are the extra features, and syntax.

C# is a programming language using the .net framework...
CSS was written in C++ which is almost identical to the C language.. infact it's just a expansion with more classes...
