Energy can come from water, but not through magnegas. It's through a process called nuclear fusion and what they use is not exactly water, but an isotope of water called deuterium. Which has an extra neutron, when the deuterium fuses with tritium. It becomes helium and releases a large amount of energy, a fusion fire as it is called.
Deuterium is extremely common, 1/3 out of all water molecules is deuterium. Tritium is manufactured from lithium, slightly radioactive.
Electrolysis is not a process whereby energy is gained, it is at it's best an equilibrium. No energy gained, no energy lost.
Energy is needed to split water molecules, the products when combusted produce somewhere near the same amount of energy if not lesser.
The reason why NASA uses hydrogen and oxygen fuel is due to their highly explosive and relatively pollution free nature, not because it creates energy. =/

Santilli is a fruad who stole his research from William Richardson's Aquafuel after he was hired to verify Richardsons work at TTL. Richardson pulled his license and Santilli slapped magnegas on the old reactors. Compare the patent Dates you might be surprised.
This is a prime example of the many alternative fuels out there. Some 18 year old kid created an alternative fuel similar to this using a hybrid of gas, sewage water, and ethanol. But I really this like this magnegas, using sewage water for fuel is ingenious.
Well This sound too good to be true I think the way to go is Hydrogen. Look at Toyota they are gearing up with a Hydrogen fuel cell that runs on H2o. Well The US automakers Have dropped the ball again..
If they wanted to really encourage this faster than it would naturally happen, they should start a predatory tax scheme that would punish people who continue to buy less efficient cars. They could use the tax to subsidize fuel efficient cars. But you could just let things naturally develop, since the gasoline price keeps going higher and higher and is 'naturally' punishing poor mileage car owners.
1. if your gonna stick with gas for a while at least get a car that has good gas milage.
2. get a car that runs on e-85 or even 100% alcohol. alcohol is a renewable source and it doesnt harm the earth.
3. electric cars are great because everybody has an outlet to plug into. the only problem is long distance travel because of short range. but for daily driving 200 miles should be enough.

What one needs to calculate, then, is what the cost of electricity is, and what the source of electricity is (natural gas, coal, nuclear, or renewable energy, etc) to determine sustainability.
So how much electricity is used in the plasma arc flow recycler? Is it efficient? Do you get an near equivalent amount of energy from the gas compared to the amount of energy you put into the system to make the gas? Seems like a good idea...
These alternative fuels are great but the political element will stop it.

here are the best ways to deal with fuel.
1. if your gonna stick with gas for a while at least get a car that has good gas milage.

And yes it produce hydrogen and some oxygen,thats why its produce water and oxygen after burning (coz not all oxygen burned-up in process).

Here in Italy we have a Magnegas system too (a clip about it can be found there on YouTube too).
It's true, it's called "plasma arc electrolysis". I don't know much about its efficiency though.
