SAN resident here... they flip the pattern and land on 27 when the clouds are thick to have the ILS with decreased minimums... too much fog though and you will be spending the night in KLAX (divert!).

@theVB4000 I checked a KSAN ( San Diego Airport Map), and ILS is just om runway 9 ( Water view). On runway 27 is just Vectors !!! or somthing called like that, I woudl to say more, but i am not yet a pilot.
