The Federal Government was never intended to take care of the citizens, it was the States responsibility. This is why you see about 8 States exercising the 10th Amendment.
It's the states responsibility if not covered by the constitution. Welfare has a broad meaning much like defense. It doesn't say in the constitution that the government can create a missile defense shield but it's common sense that it's constitutional under common defense.

Health care is not unconstitutional. It is in fact in the powers of congress. It is written in the preamble and in article 1 section 8 (powers of congress) of the U.S. Constitution. You will never see the supreme court strike this bill down for this reason.
