Hamels wasn't even bad last year. His SO and BB rates were fine. However, he had higher H/9 rates than in his other seasons. I wouldn't expect him to repeat in 2010.

Burnett is good, but him being a top pitcher is ridiculous. He can pitch a lot of innings and strike out batters, but he also tends to walk a lot of batters, and he's pretty inconsistent.
