  • Some polling places did not make working tallies available to election monitors - providing only the electronically counted polling tapes (which are not necessarily accurate), rather than hand count tallies. In Manchester, poll location managers could not leave for the night until the hand counted tally matched the electronic tally. The reconciliation of the two numbers happened out of public view and based on our observation in one case, apparently without the paper ballots on hand.

  • It's great that NH has a public hand count - this is a major improvement from some other states. But what use is the hand count, if the hand tallies are made to match the electronic tallies by the end of the night?
