light is flashing bc all light bulbs or tubes do that human eye is not fast enough to chatch that so if u slow down time enough u will be able to see all lights flash very quickly its just human eye cant see at that high rate

no not all light bulbs flash, it is not the bulb itsself it is because of alternating current (AC). because the current alternates, there is a high and low current point in every wave segment, thus is why it flashes on and off
