I've had Gimp on my laptop and i downloaded it on my computer i went to download Eyelash brushes so i clicked them (Btw i have Google Chrome) i Clicked download, Then i opened Extracted to Desktop then it says : Cant be opened!? Please Help...

No, a laptop is fine. Sometimes the type of file the brush is can't be used in GIMP. Try doing a few different brush sets and see if any of them work.

Sometimes none of the programs I have can open them either. Just try putting them in the GIMP brushes folder like I said and then open GIMP and see if they are in there. If they aren't then it's because GIMP can't open that type of file.

I had the same problem. All you do is go to "My Computer" and then click the search button that should be somewhere near the top. Then when the dog (or whatever else you have) comes up click "All Files" (or something similar to that). Now type in "Program Files" and if you look alittle further down there should be an area that says "My Documents". Click on that and scroll down and you should see "Local Disc: (C)" (or something like that). Hope this helped!

It's alittle tricky but I managed to find the folder. After going to Gimp and clicking share, click gimp instead of locale. Then there should be one folder so click on that. Then the brushes will come up. Well hope this helped!
