In the very first ep, Children of the Gods, she says it took them 15 years and 3 supercomputers to MacGyver a dialing system for the Gate.

I know how to make a breeder Reactor, but i can't build one unless i feel like spending the rest of my life in Maximum Security Prison. Yup, i wrote a paper called: How to build a Breeder Reactor and take a free ride in a police car.
