It sounds like we're sort of on the same page. I think that "marriage" should a religious term, while "civil union" should be a legal designation for both hetero and homo couples. If you want to get legally married, then you would enter into a civil union. If you also want to be married in the church, then you would have a marriage ceremony. Everybody would have exactly the same legal status and churches would be free to recognize (or not) whichever couplings suit them.
