for all those saying 'shaving doesn't make the hair grow back thicker! it's fine!' - true, it doesn't, BUT she will get ingrown hairs eventually causing little black dots to appear when the hairs reaching the surface - similar to those men have where their beards grow. It might be even more noticeable actually, since womens skin is thinner than mens.

Honestly, I have this nightmare of girls seeing this, taking their fathers razor and shaving their entire face. Aghh!

shaving wont start hair to grow. they grow all the time and when they reach some length, they fall out together with the root and new hair will grow. this new hair is thin cause the new roots are small at the beginning. then the roots grow and hair get thicker while the tip stays thin, cause hair itself cannot grow or regenerate, only the roots grow. so when you shave, hair stays thick cause the roots are still the same size.

Hair does not grow thicker upon shaving. If the hair isn't clear (aka peach fuzz) then it is meant to be thick, and even if you dont shave hair, it is still gonna come in thicker and thicker.

A lot of wealthy women pay to have physicians scrape the top layers of skin off with razor sharp tools. It's meant to give a youthful look. I'm pretty sure (although I can't speak Japanese) that the ultimate goal here is the same -- a youthful look.
