PVP armour gives resilience, which reduces critical strike, drains, and basically its vital for pvp. it also gives more health, PVE tier gear aren't great for pvp because theres no resilience.

Also to get pvp armour you have to get quite a high rating, about min 1600 rating and max 2.3k rating for all the rewards.

as for the 71 greens replacing everything idea, no, it wont happen that way this time around. They already announced that they will make it more of a gradual gear gain, unlike TBC, because people who were still raiding at lvl 60 and had been for a long time had all of their epic gear replaced by a few outlands greens. Blizzard was upset by this and decided that it would be a linear gain. Basically, Black Temple gear will still be better than most northrend stuff.

Blizz's excuse for the dull look of the gear (and how multiple classes' gear looks the same but with different colors) is due to most of their team working on WotLK. Makes sense to be, and I'd like to see better gear, but it probably won't be too long before its all moot anyway because 71 greens will replace it all.
