There are quite a few problems with this offering. First, the 911 attacks were hardly ambigious. Second, military actions without declarations of war have happened ever since Jefferson. Third, there were threats made against the USS Maine in Havana. Fourth, there is no evidence at all that the US deliberately bombed its own ship. Fifth, the US was prodded into WW1 after numerous US ships were torpedoed. Sixth, there is no evidence that the US warned the Kaiser about the Lusitania.

Seventh, there was no deliberate action to slow information to the Hawaiian islands. It would make no sense for FDR to want to get the US into a war by having the Pacific Fleet ravaged.  Eight, there were two attacks alleged to have landed on US ships by North Vietnam. The first did occur. The second did not.

For example, the headline of the newspaper makes no specific mention that Hawaii would be a target. Other areas in the Pacific (the Philippines, for example) were thought to be much more likely targets. Remember warnings that something was amiss (IJN sub sunk outside Pearl Harbor, large number of aircraft sighted on radar, etc.) were ignored by mid-level officers.

Now as to whether the Vietnam war could be won or not, that's a different matter. Such a war could likely have been won had the US stuck with its successes following Tet. South Vietnam probably would still be with us had the US not curtailed aid and the threat of US airpower following '73.
