1) Speak English BEFORE entering the country, and
2) Enlist in the military for four years
Once they've COMPLETED their four year MANDATORY military service, then AND ONLY THEN will they get their citizenship.

Back in the 1800s we used to hate on the Irish because they would come here and take jobs and what not. There were other reasons too.
