I'm assuming its because stop lurkers is a quick trick difficult to pull off because u still hafta spam "stop" allied mines is different since your opponent has no idea if ur allied or not and they cant move out at all. (aka you could lay a whole field)

I don't see the really big difference though, an allied minefield is of course more devastating for it's cost (3 mines per 75 minerals + vulture), but lurkers use the same concept of not firing before max damage can be achieved. However, I'd agree that Hold lurkers should be allowed, mines are just too powerfull to wait, besides in that terran would be like immune to early protoss attacks or zerg without overlord detection.

you dont have to spam stop, you just group your lurkers with an overlord and click on hold

but you still have to attack your guys on each target, they wont auto attack when they get near or attackmove, you have to attack the enemy itself.

Stop lurker = not clicking "s" over and over.

You group your lurkers with an overlord and then tell them to attack a enemy building in fog of war.

The attack button will be highlighted white and no attacks will go out. But when u click stop or attack a new target it will suddenly attack any time.

Ally mine = Allying the enemy which isnt allowed...what if 2 T did ally mine?

the reason ally mine is not allowed, is because it goes against the rules of fighting your opponent, by allying them , you ally them. thats simple.

its also a technique that is outside-the-game. whereas hold lurker is a technique done inside the game.

outside-the-game meaning, its between options/controls not unit actions etc.
