Oh my god. I work for an IT consulting company, and about 99.999% of the time we walk into the server room on the consultation meeting and it looks just like this. It gets better, the new client is usually like, "This is why we need you."
I feel for you, and I think you would understand how bad it can get in some situations... I've personally, for the past 3 years, have served as a sysadmin to a couple of different sites, both of which had server rooms and offices that looked as though three headed hounds from hell lived in it, on top of a tornado, on top of a pile of faeces. I couldn't take pictures, simply to avoid destroying the company's rep.
That is a disgrace of an IT closet. The best thing to do with a mess like that is schedule down time, rip it all out (after documenting everything of course), and starting from scratch.
Mah, that is just a simple server with PPPOE or DailUp network control and multiply telephone line management, and also with data and backup server, and with master control computer... Peace of cake ^^

heh, you want to talk about nasty, the mailroom I work in at the newspaper, the exhaust fans havent been cleaned since 1969!! you should see the size of the dust bunnies on that thing, they are HUGE
Sometimes the easiest stuff are the most boring pain in the butt tasks, that you really don't wanna do, like organize the all cabling. Its easy, can take a lot of work, but it's really boring and a big time waster.
But yeah ... this is pretty much how the server room at our "hoster" looked like as well. With various modems and hubs dingling at the backside of the rack.
