Unused ship landing area? Like The Insomniac Gamer said. I have Action Replay, so I could possibly try to get there using moon jump.

i think that is the original starting place for this planet before they changed it. that's definitely a landing pad. you can find lots of these kinds of things on tools of destruction. i found several place that were intended to be a real part of the game, but it was changed and they just left it there. the best ones i know of are on kreeli comet and zordoom prison.
