His name is Harrison Ellenshaw. He is an extremely talented Matte painter and effects artist as was his father Peter. Peter did major work for Walt Disney in numerous live action films including Mary Poppins and Darby O'Gill. Harrison did groundbreaking Matte work in Empire Strikes Back, and was basically the key in convincing Disney to make the original TRON.
The guy in the fedora is Harlan Ellison. He worked with Disney back in the day, then with Lucas, as well as Steven Lisberger on TRON and others. There's a TRON mug on Ellison's desk early on in this clip.
