Actually the pieces of 8 are just anything they have in their pockets at the time.

They all had a set things, and if the right thing were not used... it never would have worked. that's why sao fang or whomever gave his necklace to elizabeth, if she grabbed just anything from her person right at that moment, it wouldn't have worked (yes.. i know i repeated that.)

There are way more than 9, in fact pieces of 8 are major currency, they don't use any though. Except Jack, but he only uses a random coin. Anyway, it was whatever they had in thier pockets at the time.
