During KH1 Sora got turned into an Heartless, but came back - during that time apparently Roxas got created, Roxas is an Unknown just like Axel an the others, since he is a soul of a Heartless, that's why.

Roxas and Sora aren't the same, it shows that in KH Birth By sleep.

When Ven goes to this garden of sumthing, he releases his heart and it finds its way to Sora, then in Kingdom Hearts 1, Sora released that heart to save kairi, that Is why he came back because he still has another heart.

And that heart that he released was Ven's so it looked like Ven and having a keyblade too. (and also emotions!) but they tought it was Sora's....
