They are rated on their wind speeds but unless they do damage its hard to tell what the wind speeds are. Because of this its not uncommon for a lower rating to be placed on one that is in the middle of a field and doesnt hit any structures.
@Rosalinachick Tornados are rated on the "Enhanced Fujita Scale" as of 2007. That is where the term "Ef0-5 comes in." The Fujita Scale started around 1971 and was later changed to the Enhanced Fujita Scale at the year 2007. They get there names from how much damage the tornado does. If a tornado is in an open field it is classified as an EF 0 since it did no damage. Typically EF5 tornadoes have winds speeds of 200+ MPH. 2011 was recently named "The Year of The Tornado."
