You did so much wrong. You let it be 'OK' to move, let's just try again. What's that's teaching is 'It's OK to move if I want...' and that's why @ownage68 your dog leaves when off leash because then it knows you have no control over him

@MusicFreak590 To teach a dog not to run. first you shoulve have started when he was a pup. i have a 3 yr old german shepherd dog and a 2 month old german shepherd dog. i can leave them in my front yard by themselves and they wont leave. To do that just let them off leash in your yard and once they step outside of your yard just give them a 'touch' -"Cesar Millan". and just do that until they get it. if they keep running just get him on the leash and walk him around the boundaries of your yard
