That's a complicated question made more difficult to answer by the fact the Duchy of Cornwall charters were shredded surreptitiously in the 19th century. Medieval documents often state "Anglia et Cornubia" implying a distinction between the two, and there is no Act of Parliament to annex it to England.

It's a simple question, to which the answer is : "cornish" is an adjective. Cornwall isn't, and never has been, part of England.

Cornwall is an extraterritorial Duchy, administered as a county of England but separate from England.
