What the hell happened to the voice-over? The TV version is meant to have the driver talking about how he'll never forget that moment and how he got distracted, it really added to the advert. The music was still there and stuff.
This is even creepier than the Icelandic PSA on speeding with photos of kids with closed eyes etched on the roadways, but it's very effective. You're right; we should have this emotional genre of PSAs shown on TV here by the Ad Council or someone similar.
What if at the end when he closed his eyes he hit the kid again?
