I love the Brotherhood! They were my favorite part of the Knuckles series (w/ Sprectre being my main favorite of the group - so spooky!) I've stopped reading Sonic comics but if they bring the Brotherhood back, I'll definitely start reading them again! :D
The editor of Sonic Grams in #193 stated that the order was Spectre, Sojourner, Thunderhawk. Once the Archie Sonic encyclopedia is out, this issue will finally be put to rest.

They really need to make an animated series based on this universe, much like a revamped Sonic SATAM but with the stories Archie Comics came up with. It would need to be TEEN/Adult oriented and for the love of god NOT be dubbed by 4kids, lol.
