The US has a population of about 300mil, and in 2007 gave $21,787,000 in foreign aid. That works out to about 7 cents per person. Norway has a population of 4.7mil, and in 2007 contributed $3,728,000. That's about 79 cents per person. 7 cents vs 79 cents. More than a factor of 10 difference.
Another factor I forgot to mention: much of US foreign aid is in the form of military aid, or is related to US military operations. The largest recipient of US foreign aid for the last several years has been Iraq. Before that it was Israel. A lot of the aid to Israel is in the form of credits to buy weapons from US companies. It's not like you're feeding starving people in Israel.
