It's called a dewlap, most female rabbits have them. They use the extra fur for building a nest during pregnancy. Being overweight can be dangerous, but she looks like a fairly large breed so the dewlap isn't an immediate indication that she's too large.
She/he is so cute.
But put her on a treadmill or something. ;)
