I have to wonder what faceless unnamed personages in the Vatican bureaucracy is respeonsible for this document. Who would be responsible for this global tax? Are the world's nations simply to institute this imposition on the economy seperately? Doesn't sound like it. Has no one @ the Vatican ever heard of the principle of "No taxation w/o representation?"
