There's no difference in internal body temperature from someone that lives way up in Canada compared to someone that lives in the tropics. We all idle around 98.6 F (around 37 C). The difference is people that live in very cold climates cardiovascular systems are MUCH more attuned (adapted) to dilating to allow warm blood to keep the skin warm. Ultimately it doesn't matter where you live, stay outside in even +40F with no shirt and shorts *long* enough, and you will die of hypothermia.
@d4rk0v3 Additionally, you can get hypothermia from swimming around in water that's 80-85f for too long. Your core temp only needs to drop to 95F (35c) to be afflicted by hypothermia. Regarding my first comment about standing out in 40f (4.4c) you may be able to stand outside longer than someone from the tropics (Again your body is much more adapted to maintain a safe core temp) but eventually you will cool to hypothermia and die (Eventually) Everyone idles around 98f (37c) - everyone.

@JAmescoolper you'd be surprised how many people from Canada own properties in AZ that they go to every month for 5 or 6 days. Canadians can handle all temperatures.

So Canadians go around in T-Shirts at minus 40 c. That explains why Captain Kirk was always ripping his shirt off during fight scenes in Star Trek, he wasn't showing off his muscles he was just hot.
